Can a shelf company GmbH be used to participate in tenders in Germany?

    Hello. I’m planning to take part in public tenders in Germany. To do this, I need a local company with a certain track record. Registering a new GmbH will take a long time, so I am considering buying a ready-made one. Are shelf companies accepted in tenders? How important is it for the company to be more than a year or two old? And is there a risk of rejection because the owner is a foreigner?
